Category A1 on the basis of category B – without state exams
If you hold a valid category B driving license, you can get the right to ride a category A1 motorcycle (up to 11 kW) in Estonia without Transport Administration exams. The course costs 740 €: 10 hours of online theory and 10 riding lessons (10 × 45 min) on the Laki 16 training ground and in traffic, the motorcycle and the gear are included in the price. After the course the data is entered straight into the traffic register.
Amendment to the Traffic Act allowing holders of a B-category license to ride an A1-category motorcycle domestically (in Estonia).

How it works
- 1. Register and sign the training contract
After the contract is signed and the first installment is paid, I open your access to the theory.
- 2. Online theory – 10 hours
You study in the Liikluslab environment at your own pace, any time and anywhere.
- 3. 10 riding lessons on the Laki 16 training ground and in traffic
We start on the training ground and move on to real roads.
- 4. Data into the traffic register
When you finish the course I send the training data to the traffic register – there is no exam at the Transport Administration and no new license is issued; your right is proven by the register entry.

Good to know
A1 on the basis of category B is valid in Estonia only. If you want to ride an A1 motorcycle abroad as well, you have to pass the theory and driving tests at the Transport Administration, after which A1 is added to your license.
A1 motorcycle: power ≤ 11 kW, power-to-weight ratio ≤ 0.1 kW/kg.
Useful to know
Do I have to take a theory or driving test at the Transport Administration?
No. Since 1 April 2025 the Traffic Act (§ 94) allows a holder of a category B license, after training, to ride a category A1 vehicle in Estonia. The training data is entered into the traffic register; there are no exams at the Transport Administration.
Does the instructor ride a motorcycle himself?
Yes, that is the credo of the Kindel Lenks motorcycle school: riding is taught by a rider. I ride every day in season and now and then in winter. In traffic, in 95% of lessons I follow you on a motorcycle too, not in a car, and talk to you through earphones. On the training ground, too, I don’t hesitate to get in the saddle myself. That way I see your line and posture and feel the same road as you do. In many schools the instructor follows the student in a car. When choosing a school, find out when your future instructor last rode a motorcycle: chances are, the answer will surprise you.
Is a provisional license enough?
No. The category B license must have been held for at least two years, and the time on a provisional license or a limited driving right does not count towards it.
Do I need to buy my own helmet and jacket right away?
No, all protective gear is included in the course. I’ll also help you choose your own gear later so you buy the right stuff.
Can I pay in installments?
Yes, you can pay in parts. I can also issue invoices to companies.
