How much does motorcycle license training cost?
Three packages: the A and A2 upgrade course 840 €, the A2 and A1 initial training 890 € and A1 on the basis of a B license without exams 740 €. Is the training-ground fee or motorcycle rent charged separately?

What is the difference between initial training and the upgrade course?
Initial training (esmaõpe) is for those without any license yet: 24 hours of theory and 12 riding lessons. The upgrade course (täiendõpe) is for holders of a B license: 10 hours of theory and 10 riding lessons.
From what age can you get A1, A2 and A?
A1: training from 15.5 years, the state exam from 16. A2: start from 17.5, the state exam 3 months before your 18th birthday. A: the state exam from 24, training from 23.5; with an A2 license held for at least two years you can get category A at 20.
Do I need a B license for category A?
Yes – or an A2 license held for at least two years. The car license must not be a provisional (first) license. Without any license you start with A2 or A1 initial training.
Can I get A1 with a B license without exams?
Yes. Since 1 April 2025 the Traffic Act (§ 94) lets a B license holder ride an A1 motorcycle in Estonia after training. The training is entered in the traffic register and there are no exams at the Transport Administration. The B license must have been held for at least two years; the provisional and restricted periods do not count.
How long does the training take?
Initial training (24 hours of theory + 12 riding lessons) takes at least 4 weeks – the legal minimum. In the upgrade course for B license holders it takes 2–3 weeks from the start of the course to the state exam once the theory is done.
Can I study theory entirely online?
Yes, I use the Liikluslab online environment. You can study any time and anywhere with internet – even from your phone. You can finish the theory and the theory exam already in winter; the result is valid for 12 months.
How and when does the state exam take place?
First the theory exam at the Transport Administration: 40 questions, 30 minutes, up to 5 mistakes allowed, in Estonian, Russian or English; the result is valid for 12 months. The driving test has two parts: seven exercises on a closed course (up to 10 minutes), then at least 35 minutes of riding in and outside the city. I book the exam dates in advance in March–April, the exams run from May to the end of September and you take the exam on the school's motorcycle.
Which motorcycle do I train and take the exam on?
Training and the state exam are on the school's motorcycles: Kawasaki Z650 for category A (50 kW, a lowered seat is available for shorter riders), Honda NC700 for A2 (35 kW, a comfortable bike that suits adult learners too) and Benelli BN 125 for A1 (8 kW, a friendly bike for beginners). The Transport Administration has no motorcycles of its own: you take the exam on the school's bike and its rent is included in the price.
Do I need to buy my own helmet and jacket right away?
No, the protective gear needed for training (helmet, jacket, protectors) is included in the course price. I will also advise you on choosing your own gear.
Which documents do I need?
A valid medical certificate with the mark for the category you apply for (group 1, e.g. at Liikluslab 35 €). For initial training also a first-aid course certificate (16 h) – if you do not have one, you can take the course at the Kindel Rool driving school for 50 €; for the upgrade course (B license held) it is not needed.
What happens if I fail the exam?
If the driving test is not passed, the Transport Administration's rules apply: a new exam date no earlier than a week later and the 50 € state fee is paid again; after every third failed exam at least two extra riding lessons (jätkuõpe) are required before registering again. In practice: together we pick a new free date from the exam days I have booked and, if needed, you take extra lessons before it at the list price.
Can I pay in installments?
Yes, you can pay for the course in parts: usually 2–3 installments without interest, 50 € before the theory starts and the rest by agreement, against invoices, before registering for the Transport Administration exam. An invoice can also be issued to a company.
Are state fees included in the price?
State fees are not included in the course price. You pay the theory exam fee of 30 € and the license issue fee of 23 € (in the e-service) yourself. The driving test fee of 50 € for a date booked by the school is paid by the school and invoiced to you.
The student is under 18. Who signs the contract and gives consent?
The training contract for a minor is signed by the legal representative (parent or guardian). At the Transport Administration a person under 18 cannot act alone: for exam registration and the license application the parent gives consent in the Transport Administration e-service – they receive an email, confirm the consent and can pay the state fees right away if they wish.
